9:30 AM KEYNOTE: Successful Project Proposals and Developments through Establishing a Framework of Regulations and Standards
To unlock the benefits of improved road safety, mobility and freight productivity, Australian governments recognise that planners need a nationally-consistent regulatory framework that embraces innovation and ensures automated vehicles are safe. A phased reform program by NTC (National Transport Commission) is underway so that conditionally automated vehicles can operate safely and legally on our roads before 2020, and highly/ fully automated vehicles from 2020 to support the commercial introduction of automated vehicles at any level of automation. This presentation will look the current reform program, its goals and future steps in terms of automated vehicle safety, changes to Australia’s driving laws, insurance and data. Marcus will explore the main objectives of the regulations, including:
- Government backing for on road trials of all levels of autonomous driving
- Certainty as to who is “in control” of an autonomous vehicle and establishing requirements for ‘proper control’ of autonomous vehicles
- Complete framework that supports the safe commercial operation of autonomous vehicles
- Regulating government access to data from autonomous vehicles and achieving road safety and network efficiency
- Removing legal barriers to automated vehicles and ensuring that regulations and policies are nationally consistent
- Ensuring these vehicles can operate safely and supporting on road trials of the technology

There have been many technological innovations from hardware and software to AI but there are still many technical challenges when it comes to autonomous vehicles; integration of smart sensors, air bags and intelligent routing systems to work seamlessly with each other to ensure active protection for passengers at all times. Vehicle telematics involve an array of technologies; automatic driving assistance systems, GPS navigation and wireless safety devices
This Panel will explore:
· AI powered driver assist features such as automatic braking, collision avoidance systems, pedestrian and cyclists’ alerts, cross-traffic alerts and intelligent cruise controls.
· Design and development of infrastructure and telecommunication systems to safely support AVs
· Effective models of insurance
· Policies and frameworks to ensure high standards of safety
